Have a ProxyCat licence?
Sign in at proxycat.app/activate, choose Use Pro on a server or in CI, and paste the licence here. It activates this server without an account on it.
This is the ProxyCat desktop app's own server: it only takes a licence issued for this computer. Choose Settings → License → Sign in in the app and it hands the licence over by itself.
